What PropScan does
PropScan brings together information from Costa Rica's official property records, government databases and geographic sources into a single report covering the legal, cadastral, regulatory, environmental and practical characteristics of a property.
Buyers, sellers, real estate professionals, attorneys and notaries can use PropScan to identify potential issues and decide what requires closer professional review.
Why we built PropScan
The idea for PropScan came from personal experience.
Felipe von Styp-Rekowsky and Eleon Chin, as they are known locally, have a combined 30 years in Costa Rica. Over that time, they have invested in real estate and conducted numerous due diligence reviews themselves. They repeatedly encountered the same frustration: important property information was often publicly available, but obtaining a clear picture required searching multiple systems and sources.
A title record might answer one question and a cadastral plan another. Road access, zoning, water, environmental restrictions and municipal information may require separate searches.
Their professional backgrounds also informed their approach. Felipe holds a PhD in computer science and Eleon a PhD in economics, and both have spent many years building technology companies and developing digital platforms.
They believed the first stage of property research should be simpler. Their practical real estate experience, combined with their work in data and technology, led them to build PropScan as one place to identify a property and obtain a structured overview of the available information.
Built for Costa Rica
Costa Rican property due diligence has its own institutions, terminology and legal framework.
A property's folio real identifies its registered title. Its plano catastrado describes its surveyed parcel. Ownership records can include different rights and shares, while mortgages, easements, embargoes and other annotations may affect title.
Beyond the registry, a property may also be affected by municipal zoning, public road access, water concessions, protected areas, rivers and waterways, neighboring cadastral plans, municipal taxes or Costa Rica's Zona Marítimo Terrestre.
PropScan is designed around these Costa Rican records and systems. Its reports help identify facts, discrepancies and unanswered questions before a transaction progresses.
Toward a more transparent property market
Costa Rica already has extensive public records about real estate. What is often missing is an easy way to bring them together for a single property.
PropScan is built to close that gap.
Someone considering a property should be able to understand, as early as possible, what is registered, who owns it and what rights or restrictions may affect it. They should also be able to identify questions about legal access, environmental or regulatory constraints and anything else that warrants further investigation.
